Does he actually care about me or is it time for me to give up..?

I believe it is time to give him up since you care for him more than a friend and he already has a girlfriend and basically doesn't call you or make much effort to include you in his life. I know it will be touch but it is best. Work on spending time with your friends and try to see other guys, even if just as friends.
