Shy quiet guys prefer to be approached very slowly. Just talk to him. About what? School at first, then when you guys get comfortable around each other, then ask about more personal stuff like family, hobbies, etc. Then invite him have lunch together or eat after school. Now whether he likes you or not, I can't really say. You will have to figure that out by noticing the way he talks to you, body languagej, etc.
