Can I substitute potato starch with regular flour?

I'm making chichi dango (this recipe: a href="http://allrecipes.com//Recipe/chi-chi-dango-mochi/Detail.aspx)," rel="nofollow"http://allrecipes.com//Recipe/chi-chi-da…/a and the recipe calls for potato starch, I guess for the purpose of keeping the dango from sticking to the pan. Could I substitute regular white flour for this? I don't have anything starchy sitting around.
