Is there any cirstances when it is considered acceptable not to be on the Electoral Role in the UK?

Is it possible, say, for instance, someone who has fled from an abusive partner, to leave their name off the Electoral Register in the UK, for fear of being traced by the abuser? Without fear of being hared by the local council?
