How to get good standing certificate from saudi council?

I worked in Saudi for 3 years...now im presently here in Qatar, my papers is on the process, im applying for Medical Licensing Department which is now pending bec of this Good Standing Certificate i have no idea at all if how can i secure this said certificate especially that im no longer in Saudi.
